XML declaration says what encoding to use:

<?xml encoding="ISO8859-1"?>
<?xml encoding="Shift-JIS"?>

Special characters can be escaped with named entities or numeric character entities:

&amp;(=&) &#223;(=ß) &lt; (=<)
```

Can escape a whole block of text with CDATA sections:

<!CDATA[
We can put as many <special> characters as we like 
in here. They won't be interpreted as tags.
]]>
